just wondering what runes I need to get in order to get extra 4 points in prot and smiting prayers?

You need two headpieces, one with +1 smiting(with a superior smiting rune) and +1 protection prayers(with a superior protection prayers rune).
It doesn't matter what order you do this but you cast your smiting prayers bonds with the smiting headpiece and then switch to the other headpiece to cast the other bonds.
